Scrolls snap to logical pixels - Mac Touchpad

Try to scroll halfway across a horizontal rule.
This used to be possible, but now it isn't.

Can not reproduce on my Macbook.

Tim, do you have any flags/experiments enabled? Is this on a high-DPI or low-DPI Mac?

Could you show Chao in person?

High DPI.

I have experimental web platform features enabled, and GPU raster forced on.

I'll show Chao in person when I get a chance.

steps to reproduce:

1. Open Mac settings accessibility, select zoom on the left panel, check use keyboard shortcut to zoom and uncheck smooth image
2. Open https://furry-pull.glitch.me/
3. Move mouse cursor to the line
4. Keep zoom in use Option-Cmd-+
5. scroll very carefully

You can see each time it scrolls 2 pixels
