Address bar text selection to start/end of line using shift+[up arrow, down arrow] doesn't select text

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. Have content in address bar. Put text cursor in middle of the address.
2. Type shift+up arrow or shift+down arrow

What is the expected behavior?
shift+up arrow should select text from cursor to beginning of URL.
shift+down arrow should select text from cursor to end of URL.

What went wrong?
No text is selected.

Chrome version: 69.0.3497.81  Channel: stable
OS Version: OS X 10.13.6
Flash Version: 

This is a common use case for me to remove trailing parts of URLs.
