a11y OOBE: System security setting page not read (focus lands on OK, not on text)

# Powerwash to get to OOBE
# Turn on ChromeVox with ctrl + alt + z
# Connect to wifi
# On terms of service page, navigate to the "System security setting" link and open it
Expected: focus lands on the heading System security setting
Actual: focus lands on the OK button, page is not read unless you linear navigate backwards
