Cannot find setting to enable Linux Apps

Issue description

Chrome version: 68.0.3440.118 (Official Build) (64-bit)
OS: Chrome

Followed instructions in crostini-dogfood, but could not find the setting to enable Linux Apps.

#crostini

Repro steps:
1. Join g/cros-containers-announce
2. Update Chrome OS to latest version
3. Restart
4. Look in settings for feature as described in steps 2-4 of go/crostini-ui-instructions
5. No setting available 

Expected: See the setting / join / use Crostini / productivity / ?? / profit
Actual: No setting available

you said you updated to the latest version, but this bug report says you're still using R68 (which is not the latest).  please clarify what version and channel exactly you're running.
Thanks. I noticed that I had not flipped to dev. Doing that now. We will probably be able to close this out, thanks and sorry for the spam.
