[VR Browsing] 2D Chrome displayed while in VR Browser after clicking "WebAuthn Attestation" btn on permission.site

Issue description

Chrome Version: 71.0.3542.0
OS: O
VRCore: 1.17.207118074
Device: S8+

Repros every time.

What steps will reproduce the problem?
(1) Enter VR Browser (Daydream headset)
(2) Go to https://permission.site/
(3) Click on WebAuth Attestation button

What is the expected result? An allow / deny infobar should be rendered in VR browser mode. Or, clicking it should do nothing.

What happens instead? A 2D window is displayed, breaking the VR browsing experience.

Still repros on the latest dev and beta. 72.0.3608.5 dev, 71.0.3578.57 beta.

After fixing the related bug, clicking this button now results in nothing happening, which is apparently one of the desired behaviors? If everyone's happy with that, then I guess we can call this fixed (verify in Canary).
Hey Emmett, this issue still repros for me on 2 devices O and P, running 73.0.3667.2. Which has your fix for  bug 865116 . Should I un-dupe this one?
