Steps:
# Powerwash to get to OOBE
# Turn on ChromeVox with ctrl + alt + z
# Navigate to connecting to wifi 
# Linear navigate up and down the list of networks using search + left or search + right
Expected: only need to linear navigate once across each network
Actual: linear navigation once will put focus on the entire wifi network control. If you linear navigate again, it puts focus on just the text in the wifi network control. Since the text is read during the first focus on the entire control, reading it again is redundant and makes it longer to navigate the list.
