text becomes garbled in random sections of the window

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. simply display a window with text
2. 
3. 

What is the expected behavior?
expect to see standard text

What went wrong?
randomly and intermittently garbled characters are displayed

Did this work before? Yes Version 68.0.3440.106

Chrome version: 69.0.3497.81  Channel: stable
OS Version: 10.0
Flash Version: ?

The issue started as soon as I upgraded to Chrome Version 69.0.3497.81 (Official Build) (64-bit)

Reporter@ Thanks for the issue.

Tested this issue on Windows 10 on the reported version 69.0.3497.81 and unable to reproduce the issue by following the below steps.

1. Launched Chrome and navigated to few webpages.
2. Cannot observe any garbled text on the webpages.
Attached is the screen shot for reference.

This issue looks similar to issue 880513.
Can you please confirm if this issue is observed when the Windows scaling is set to 125% and on a High DPI machine?

The display Resolution is 1920 x 1080 and the scaling is 125%
