Toolbar is not shown in full screen mode when moving mouse to the top screen edge

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. Enter full screen mode
2. Untick "View => Always show toolbar in full screen mode" option (CMD+Shift+F)
3. Observe toolbar being hidden
4. Move cursor to the top edge of the screen

What is the expected behavior?
Chrome toolbar being shown

What went wrong?
Only system toolbar is being shown, Chrome toolbar is gone. Also,not able to activate it with CMD + L combination

Did this work before? Yes In latest Chrome 68 it worked as expected

Chrome version: 69.0.3497.81  Channel: stable
