Currently, Wallet is the only sync datatype that has replace-all semantics. This is implemented by having the server send a version_watermark GC directive on every update.

However, it does not make sense to use GC directives for this, as GC directives are stored in the progress marker, and applied repeatedly on the client.

Instead, it should just be a signal on the server response.
