A empty bookmark folder can be very "large"

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. create a empty folder and a another folder not empty, put them on the bookmark bar
2. click on the empty folder, now it shows a 'empty'(maybe, in my computer it's actually a Chinese 'çİş')
3. slide to the other folder, and then slide back, now it show two empty. Repeating will has more 'empty' 

What is the expected behavior?

What went wrong?
It should always show one 'empty'.

Did this work before? No
