What steps will reproduce the problem?
(1)Goto https://webrtc.github.io/samples/src/content/getusermedia/record/
(2)Open task manager for chrome
(3)Make a note of CPU before clicking "Start Recording" button
(4)Click Start recording button

What is the expected result?
CPU should not go very high

What happens instead?
CPU is very high and video feed starts to jitter. It can be a machine limitation.

What devices are affected?
Only in Kevin as of now. Since Kevin is fairly a new device this behavior looks bad. This jitter is not observed in any other latest chromebooks. 

I can make a note of it for other chromebooks and update here.

Regression?
No it is similar in M68, 69 and 70.
