Switching user resets "Enable tap-to-click" in ChromeOS setting

Issue description

Chrome Version: 70.0.3524.2 (Official Build) dev (64-bit)
OS: Chrome OS (Pixelbook)

What steps will reproduce the problem?
(1) Sign-in to Chrome OS with multiple users
(2) Set "Touchpad > Enable tap-to-click" to off in settings 
(3) Switch user and switch back
(4) Try tap (not click)

What is the expected result?
Won't trigger any events

What happens instead?
Triggers "click" (or touch) event

It looks like the tap-to-click setting isn't honored correctly when the user switch happens.

I'm guessing that a workaround for now would be to disable tap-to-click for all users on the device.
