Issue descriptionChrome Version: 70.0.3538.9 (Official Build)Revision bbaf922671f0864634145724488000061f98a1a3-refs/branch-heads/3538@{#72}(32/64-bit) OS: Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.14, 10.13.6) and Linux(14.04 LTs) Pre-condition: Enable "Enable using the Google local NTP" and "New Tab Page Custom Links" flags from chrome://flags. What steps will reproduce the problem? 1. Launch Chrome and navigate to NTP. 2. Click on 'Add shortcut' thumbnail to open overlay. 3. Now right click on url text field to open contxet menu and choose writing direction 'Right to left' and enter invalid text (Ex: https://) and select it with mouse cursor from left to right,observe Actual: Text is not properly selected when mouse cursor is dragged over it from left to right Expected: Text should be properly selected when mouse cursor is dragged over it from left to right This is a non-regression issue, seen from M-69 series as 'Add shortcut' thumbnail appears from build #69.0.3497.0 NOTE: This issues is also reproducible on M-69 Stable and M-69 Beta build #69.0.3497.81,M-70 Dev #70.0.3534.4 and M-71 Canary #71.0.3544.0 Kindly review the attached screen-cast for reference. After investigating, it seems like this is not the NTP's problem. If you try changing the writing direction on other places and typing the same string the problem will also happen. I am not sure if it is the problem on the writing direction team. The reason why you can not drag it is because the "://" are in fact living on the correct place(after the 's') but just show on the left side. This will happen after any punctuations. The string will be correctly arranged again after any non-punctuation character entered.

With response to comment #3 : Yes,this issue is reproducible on other text fields as well after changing the writing directions i.e 'Right to Left' and typing the same string, hence it is not specific to NTP. Attaching screen cast for the same. Thank you..!!
