Unfortunately, shortcut keys to change tabs does not work correctly with JIS keyboard.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. cmd + shift + [

What is the expected behavior?
The left tab of current tab should be opened.

What went wrong?
The right tab of current tab is opened.

Did this work before? Yes 68

Chrome version: 69.0.3497.81  Channel: stable
OS Version: OS X 10.13.6
Flash Version: 

It seems that this problem is based on the difference between US keyboard and JIS keyboard.
As you see the following wikipedia pages, we can see the difference of the position of 2 keys "[" and "]".

- 101 keyboard (US)
