Switch to first tab with Cmd+1 not working on Czech keyboard layout

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. set keyboard layout to Czech
2. try to switch to first tab

What is the expected behavior?
Chrome should switch to first tab

What went wrong?
Nothing happens.. Other shortcuts (Cmd+2-9) are working just fine.

Did this work before? Yes 69

Chrome version: 69.0.3497.81  Channel: stable
OS Version: OS X 10.13.6

Able to reproduce the issue on mac 10.13.3 using chrome reported version #69.0.3497.81 and latest canary #71.0.3544.0.
The issue looks similar to issue id: 880867 as both the good and bad builds are same as issue id: 880867. Hence, merging into it. Please feel free to undupe the same if not the case.
