Steps to reproduce:
1. Launch chrome, navigate to above mentioned test URL, observe translate bubble is seen to the RHS of omnibox.
2. Click on 'Options' button > 'Change languages' option > 'Always translate' checkbox and observe.

Actual Result  : The checkbox appears faint when selected.
Expected Result: The checkbox should not appear faint when selected.

This is a regression issue broken in ‘M-68’ and below is the per revision bisect info.
Good build: 68.0.3397.0
Bad build : 68.0.3398.0

You are probably looking for a change made after 551029 (known good), but no later than 551030 (first known bad).

Note: 
1)This issue is specific to Mac 10.14 OS and is not seen on Mac(10.12.6 , 10.13.1 , 10.13.6), Windows(7,8,8.1,10) and Linux(14.04) OS. 
2)The same issue is also seen for option buttons on permission bubbles(Test url: https://permission.site)
3)Issue is reproducible on current Stable/Beta build #69.0.3497.81, Dev build #70.0.3534.4 and Canary build #71.0.3544.0
