Tab switching with command+shift+[ does not work with Dvorak keyboard layout

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36 Steps to reproduce the problem: 1. Set your keyboard layout to Dvorak 2. Press command+shift+- or command+shift+= (these keys correspond to the '[' and ']' keys) 3. Nothing happens. 4. Switch keyboard layout to US qwerty 5. Press command+shift+[ or command+shift+] tabs are switched What is the expected behavior? Tabs are switched when pressing command+shift+[ and command+shift+] in dvorak What went wrong? Nothing happens Did this work before? Yes 70.0 Chrome version: 69.0.3497.81 Channel: stable OS Version: OS X 10.13.6 Flash Version:
