Issue descriptionChrome Version: 71.0.3544.0 (Official Build) Revision f80e8674cf9bfd56f155979637e9f41eaebf995c-refs/branch-heads/3544@{#1} (64-bit) OS: Windows(7,8,8.1,10),Mac(10.12.6 , 10.13.1 , 10.13.6, 10.14) and Linux(14.04 LTS) Pre-Condition: Enable "Enable using the Google local NTP" and "New Tab Page Custom Links" flags under chrome://flags What steps will reproduce the problem? 1. Launch chrome, navigate to NTP and click on 'Add shortcut' icon to open the overlay. 2. Enter the 'Name' & 'URL' text-fields and click on 'Done' button to create a shortcut. 3. Click on 'UNDO' button(in notification bar that floats up) and Observe. Actual Result : Unwanted focus is shifted to omnibox after clicking on UNDO button. Expected Result: Unwanted focus should not be shifted to omnibox after clicking on UNDO button. This is regression issue broken in ‘M-71’ and will soon update the bisect info: Good build: 71.0.3543.0 Bad build : 71.0.3544.0
