Fonts rendering is broken

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. Open random page

What is the expected behavior?
Normal font rendering

What went wrong?
Some characters are missing

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? Yes 68

Does this work in other browsers? N/A

Chrome version: 69.0.3497.81  Channel: stable

Tested the issue on Windows 10 on the reported version 69.0.3497.81 and unable to reproduce the issue by following the below steps.

1. Launched Chrome and navigated to random pages.
2. Did not observe any broken font on the webpages.

This issue looks similar to issue id: 880513 .
Could you please confirm if this issue is observed when the Windows scaling is set to 125% and on a High DPI machine?

880513 seems similar, but the main topic is antialiasing.
Firstly I found this issue and write a comment: 880513#c37.

Somebody has the same issue as me: 880513#c39.

I've turned off all extensions.
Then run the browser in private mode and found the bug is reproduced.

On my work computer, I have same chrome version and this bug is not reproducing. I have 100% windows scaling on both.

What the additional information can I send for you to help reproduce this issue?
