Bookmark icon and Zoom in/out icon is not seen in omnibox after clicking on 'Current user' icon.

Chrome Version: 70.0.3538.9 Revision bbaf922671f0864634145724488000061f98a1a3-refs/branch-heads/3538@{#72} (64 bit)
OS: Mac (10.12.6, 10.13.1, 10.13.6, 10.14). 

What steps will reproduce the problem?
(1) Launch chrome, open NTP press Ctrl-- and then click in omnibox.
(2) Now click on 'Current user' icon and observe.

Actual: Bookmark icon and Zoom in/out icon is not seen in omnibox after clicking on Current user icon .

Expected: Bookmark icon and Zoom in/out icon should seen in omnibox.

This is non-regression issue, seen from 'M68'

Note: 
1.Issue is Mac OS specific and is not reproducible on Windows(7,8,8.1,10) and Linux(14.04 LTS).
2.Issue is also seen on M69 Stable build #69.0.3497.81 and M71 Canary build #71.0.3543.0
