Steps to reproduce the problem:
1. Open Chrome on macOS.
2. Observe that the top window chrome is not using vibrancy.

What is the expected behavior?
Top window chrome uses vibrancy.

What went wrong?
Chrome 69 brought Material refresh but unfortunately lost the macOS window vibrancy which was used via NSVisualEffectView vibrancy. See https://developer.apple.com/documentation/appkit/nsvisualeffectview

If this is an intended change (I guess so) — is there an extension API that can be utilized to bring this behavior back?
