Unable to enter accent characters by virtual keyboard

Chrome Version       : 70.0.3538.7
Platform             : 11021.5.0 (Official Build) dev-channel cave


What steps will reproduce the problem?
(1) log into Cave device and flip it into tablet mode
(2) touch on the omnibox to bring up the virtual keyboard
(2) press on "e" to bring up the accent popup, and then try to select the accent characters or number


What is the expected result?
Should be able to select the accent characters or the number.

What happens instead?
Nothing happens.  Unable to select the accent characters or number from the accent popup. 

Please provide any additional information below. Attach a screenshot if
possible.
Unable to reproduce the issue on 70.0.3532.8/11005.1.0 - cave

Hi, can you try if swipe typing works for you? What about handwriting? We found a similar regression yesterday, just want to see if it's the same issue.

The Swipe typing/handwriting doesn't work on 70.0.3538.7/11021.5.0 - Cave. Unable to enter with swipe typing/handwriting.
