Background tab title text color has low contrast while extension/profile popup is open

What steps will reproduce the problem?
(1) Install a theme like https://chrome.google.com/webstore/detail/desktop/pafkcccccfmnjkhhndjfffifnflhkpdo?hl=en
(2) Click on an extension icon that triggers a popup, or on the profile icon.

What is the expected result?
The text color of background tabs doesn't change, since the tab colors don't change.

What happens instead?
The text changes to a contrast of ≈2.2 (post-click.png).

Nice bug; it looks like somehow we're checking if the window is really active when we should be checking if it "should paint as active".  (At least on Windows, the popup-open state makes the root window inactive but we fake that that doesn't happen.  I'm assuming something similar is true on Mac.)

Weird.. Mac does use the same paint-as-active faking -- and the traffic light buttons and tabstrip background are not painting as if inactive so that seems to be working. It's just the text color that's not working.

There's a similar-but-different Issue 826277 which is for non-bubbles. But I think the profile popup is a bubble, so should be getting all the paint-as-active goodies.
