Opacity Transition sometimes doesn't complete

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
Unfortunately, this only reproduces every once in a while. I recall seeing this years ago, and we just reproduced it again today in Chrome 68.
1. Load this detail page (though it happened on other pages too): https://music.amazon.com/playlists/B07GVX1JQL 

What is the expected behavior?
Div with classList: "container dragonflyContainer grid-rails loaded" should be opacity: 1 at the end of the transition

What went wrong?
The Div ended with what appeared to be opacity: 0.3 at the end of the transition.

The page is fully functional, just not opacity: 1;

Refreshing the page, or using Devtools to toggle opacity/transition fixes the issue.

Unable to reproduce the issue on mac 10.12.6 and 10.13.3 using chrome reported version #68.0.3440.106, latest stable #69.0.3497.81 and latest canary #71.0.3543.0.
Attached a screen shot for reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to https://music.amazon.com/playlists/B07GVX1JQL
2. Observed that the opacity transition completed without any issues.

elayman123@ - Could you please check the issue on latest stable #69.0.3497.81 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

As I stated in the original post, unfortunately this is an edge case and not consistently reproducible. I have reproduced it once or twice over the past few years with various versions of Chrome on Mac OSX, and one of my colleagues just reproduced it yesterday with 68.0.3440.106

It's unclear the root cause, but when I saw it, I opened devtools and unchecked the Opacity: 1; and re-checked it, and it completed successfully. This leads me to believe it might be a hiccup of some sort in the transition ease-in process.

I realize I'm not giving a lot to go on here, but thought I would report it anyway.

As per comment #2 and comment #3, Retried the issue on latest chrome stable 69.0.3497.81 using Mac 10.13.6. 
Steps:
--------
1. Launched chrome 
2. Navigated to https://music.amazon.com/playlists/B07GVX1JQL
3. Observed that the opacity transition completed without any issues.
As we are seen that the page rendered normally same as per comment #2

@Reporter: Could you please upgrade to latest chrome stable 69.0.3497.81, you can download latest chrome builds here:"

There isn't a reliable repro case here, and the reported frequency is so low as to make this impractical to track down.
