OOBE Language selection screen combo boxes incorrectly labeled

Firmware Version Google_Caroline.7820.384.0

# Powerwash to get to OOBE
# Enable ChromeVox with ctrl + alt + z
# On first screen, enter Language and keyboard options
# Navigate to either dropdown for Language or Keyboard
Expected: read as dropdown/combobox
Actual: read as "Select language Button has pop up Collapsed"
