What steps will reproduce the problem?
*** Must be reproduced on a machine with touch screen -- I have not been able to reproduce the issue with the DevTools ***
1. Open any page with a file input
2. Tap to open the file chooser
3. Return to the mouse and the cursor will not be visible hovered over the file chooser, though files and buttons respond to hover and click events from the invisible cursor

What is the expected result?
The cursor should appear when the mouse is moved

What happens instead of that?
The cursor is invisible
