Entire window moves when trying to rearrange tabs

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. Open multiple tabs
2. Try to move the tab horizontally in order to rearrange its position

What is the expected behavior?
The tabs were movable amongst themselves i.e. you could change the position of a tab by horizontally dragging it to where you wanted

What went wrong?
The entire window is moving itself.

Did this work before? N/A 

Chrome version: 69.0.3497.81  Channel: stable
OS Version: OS X 10.14.0
Flash Version: 

Running MacOS Mojave 10.14 Beta (18A384a)

I'm currently not able to reproduce this on Canary (70.0.3535.4)

raaj@raajtram.com: What is the state of your window when you encounter the issue? If you can attach a screen recorder with QuickTime, that would be very helpful.
