Width constrain NTP to 600dp to match other native UIs

Issue description

Filing this as a P3 for no specific milestone.

Since the width of the NTP on tablet stretches out our UI elements, would it be possible to maintain the same size as it is in portrait so that it's easier to read?

If not perhaps using the same a min width as we do for dialogs (45% for landscape) may help?

I also vaguely recall some issues with adding (~100dp or 10% of padding above the doodle being complex, so let's only update it if it's an non trivial amount of work.

iirc, the tablet NTP should be width constrained to 600dp. It looks like that's not happening for some reason.
