Turn off Georgian uppercase hack on platforms with new character coverage (e.g. cros)

Issue description

spun off from  bug 865427  . 

CrOS will soon have Georgian fonts covering new modern secular uppercase letters.  We have to turn off on CrOS (build-time)  a work-around we put in for text-transform: uppercase.

Is this the reason that Georgian uppercase text isn't displaying properly?
We've been noticing in recent Chrome versions that uppercase Georgian text doesn't render properly. This is a regression (we were previously able to see these characters rendered properly), and trying this JSFiddle on Chrome vs. IE or Edge, you can see that the .toUpperCase() method causes the character to not be rendered properly:  https://jsfiddle.net/7kn1q480/1/
