resizing window (with bettersnaptool) causes chrome to not resize in-window tables.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. load webpage with screen size to half
2. resize with hotkey to full page
3. see that loaded appears the same "half-size" even though the browser is now full screen size.

What is the expected behavior?
the loaded webpage should resize with the browser UI

What went wrong?
browser doesn't auto-resize webpage when browser window size is resized by hotkey with bettersnaptool

Did this work before? Yes 

Chrome version: 69.0.3497.81  Channel: stable
OS Version: OS X 10.13.6
Flash Version: 

a work around is to reload the page after resizing the browser

I am not sure exactly how it resizes the browser (whether it's in cocoa or
what).  It allows users to define standard or custom snap regions which can
be bound to hotkeys.

I am attaching 3 screenshots.
an aws console is loaded with the top half of the screen.  I then make the
browser window snap to fit the entire screen.  Note that the window tables
don't fill the screen top to bottom.  The 3rd screenshot is showing how the
window should look after I do a reload of the page with command + r.
FYI: BetterSnapTool uses the macOS Accessibility API to resize windows (AXUIElementSetAttributeValue).
