save as dialog doles not allow to select file

Issue description

Chrome Version       : <69.0.3497.81>
URLs (if applicable) : any url where you can download something
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: OK (Version)
    Firefox: OK (Version)
       Edge: OK (Version)

What steps will reproduce the problem?
for example browse to https://docs.microsoft.com/en-us/sysinternals/downloads/psexec and click the downloadlink for psexec. 

The save as dialog will appear. This dialog looks complete different and does not higlight files when selecting


What is the expected result?


What happens instead?

That dialog is drawn by Windows, not Chrome. Though perhaps something funny is happening around how we call it? Does it happen with save dialogs in other programs?

Could you please respond to comment#1 and also the issue is not reproducible on win-10 using chrome reported version #69.0.3497.81. Observed that files got highlighted on selecting.

It turns out that a utility "Groupy" https://www.stardock.com/products/groupy/ is causing this behavior as of the Chrome v69 update. You may close this ticket.
