"Page Unresponsive" dialog randomly pops for background tabs |

Issue descriptionChrome Version: 71.0.3542.0 (I think this started happening to me in M70) OS: Win10 What steps will reproduce the problem? (1) Lots of tabs and regular chrome usage (tends to repro more during session restore but not only during it). What is the expected result? Never see "page unresponsive" for a background tab. What happens instead? Page Unresponsive dialog for a background tab (see SS) Potentially related to freezing? But freezing shouldn't trigger early during session restore? Maybe it's more than one bug too..? Also heard rumors of this logic having been tweaked recently?

This is M70 and I don't know who's a good owner... @chrisha/rpop : any idea who may have tweaked the "Page Unresponsive" dialog's heuristics recently?

I'm suspicious of tab freezing/discarding. Adding bisect flag to get some help.

Yeah I have similar suspicions (backgrounding of some sort at least because focusing the "unresponsive" tab usually results in the dialog going away)... Couldn't get a hard repro though so bisect will be hard (and many of these things are in flux behind Finch). I heard some team was tweaking this dialog's heuristics, that was my only other hope.
