Dragging window to the bottom in overview mode changes opacity

What steps will reproduce the problem?
(1) Open an app.
(2) Open overview mode.
(3) Drag app to the bottom of the screen

What is the expected result?
No opacity change.

What happens instead?
Window changes opacity.

I can't repro this on my device.

Yeah, I can repro it, drag the window from the top to the bottom will see it. But only for browser window. I suspect it is the scrim that added for browser window drag.

Daisy, maybe you can help take a look?

Tab dragging: Do not show the blurred scrim if needed.

We should not show the blurred scrim when dragging a window to the
bottom of the screen.
