What steps will reproduce the problem?
(1) Install samus test image 11021.0.0, turn on and login
(2) Open the launcher to make it full screen

What is the expected result?
We should not have any folder with a single item in it

What happens instead?
I saw 2 single item folder. 

I checked another cave device with the same repro step, and saw the same issue. I was using both devices before, and don't remember we have these single item folders. I first think this might be a sync issue where one device may have a folder with two items, but one of them is not supposed to be installed and showing on the other device. But this looks like not the case for this instance. On both devices, I have a folder with only Camera app in it.
