Steps to reproduce the problem:
1. Open Chrome tab (default)
2. Open Chrome tab (incognito)
3. Compare size of both "new tab" buttons and notice difference in incognito mode

What is the expected behavior?
If this isn't intentional, I would expect the "new tab" button to have the same size in both default and incognito mode of Chrome.

What went wrong?
Minor "new tab" button size difference when using incognito mode.
