facebook slow to re-allow scrolling after closing image

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Example URL:
facebook.com

Steps to reproduce the problem:
1. click on an image post on facebook
2. close the image lightbox
3. try and scroll

What is the expected behavior?
it should scroll as normal

What went wrong?
it locks scrolling for a long period of time

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? Yes 

Does this work in other browsers? Yes

OS Version: OS X 10.13.6

Thanks for filing the issue!

Unable to reproduce the issue on reported chrome version 69.0.3497.81 using Mac 10.13.1 with the below mentioned steps.
1. Launched Chrome
2. Navigated to facebook.com
3. Opened an image in newsfeed.
4. Clicked Esc, to close the image lightbox.
5. Tried Scrolling down.
We were able to scroll down/up with out any issues. Attaching the screen cast of the same.

@Reporter: Could you please have a look at the screen cast and let us know if anything missed from our end. Any further inputs from your end may be helpful.

I also cannot repro. admin@, could you capture and attach here a performance trace? Here's the instructions: https://www.chromium.org/developers/how-tos/submitting-a-performance-bug

1) Open facebook and open an image post
2) Start the trace in another tab
3) Go back to the facebook tab and perform the steps that repro the issue (i.e. try scrolling while it doesn't allow it)
4) Stop the trace. Save it  and attach it here

I close this issue for now as we haven't been able to reproduce it and there was no feedback from the reporter. Reporter, if you got more information about our comment or other information on how to reproduce the issue feel free to comment here or file a new bug.
