Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: 1. With a multiple-certificate PIV card (e.g., military CAC card) inserted, navigate to a PIV-enabled website (e.g., https://webmail.us.usmc.mil/owa/) and attempt to log in with the PIV. 2. Observe as the "Select a certificate" modal dialogue appears 3. Attempt to select a listed certificate with the arrow keys and/or press ENTER to accept the highlighted certificate What is the expected behavior? Arrow keys should change the highlighted certificate. ENTER key should activate the "OK" button What went wrong? Keyboard navigation appears to be disabled. Arrow keys do not change the selected certificate and the ENTER key does not activate the OK button. Did this work before? No Chrome version: 67.0.3396.99 Channel: n/a OS Version: OS X 10.13.6 Flash Version: This poses accessibility concerns.

Keyboard navigation of UI elements is already implemented and works under most circumstances. Because this filing is about a feature that does not function correctly, I respectfully request that you reconsider its classification as a feature request and classify it instead as a bug (which it is).

The certificate modal dialog is provided by MacOS. Do you have full keyboard navigation enabled on your machine?

I do have full keyboard navigation enabled ("All controls" option).
I didn't realize that the modal was provided by macOS. I tested in Safari and am also unable to navigate the certificate selection modal in Safari. Perhaps this bug cannot be fixed by the Chromium project.
