So I cannot reproduce with your notification examples demo page, but every other type of notification (e.g. Facebook, Google Mail, Messages for web, etc.) all have the problem of the notification dismissing with the mouse over it. I'm attaching a screen recording of it happening with in incoming text message notification in Messages for web and then not happening with the example demo.

I updated Chrome, created a test profile, removed all the extensions, the only experimental flag I had set was "Tab audio muting UI control" but I reset all to default (relaunched), paired with https://messages.android.com, enabled popups, started screen recording, showed the current state of the browser, sent 2 test messages, hovered over them as each disappeared. Attaching video.
