[MdRefresh] NTB in Incognito mode looks stretched in Windows 7 (Chrome 69)

Chrome Version: Chrome 69 Stable
OS: Windows 7

What steps will reproduce the problem?
(1) Open a NTP
(2) Take a look at the NTB which is next to the tab.


What is the expected result?
A nice plus icon.


What happens instead?
The plus icon has a dark oval-shaped background and it is kind of stretched.


I saw this on my Windows 7 device at work today, but I forget to take a screenshot of it :(

Not sure if this is a known issue and already fixed in a later Chrome version.

Please feel free to close this report, if it is already fixed.

See screenshot on duped-in bug.  Looks like some kind of fallout from Touchable.  Dunno why that'd be Win 7-specific... though maybe it's not and it's just that on Win 7 you can always see the NTB background so it's easy to notice.

Seems to be fixed in latest Chrome 69 Update on Windows 7. Probably fixed with https://bugs.chromium.org/p/chromium/issues/detail?id=865898#c11
