Ref build moves too. This is almost certainly due to:

pasko@chromium.org devil: Limit CPU/GPU frequency for Nexus 5X

Associating alerts in this range with ref jumps to this bug. Will WontFix as this is intended with the change to CPU/GPU frequency.
