Save bookmarks UI has wrong font color on GTK+ UI

What steps will reproduce the problem?
(1) Use GTK+ UI  
(2) Save bookmark

What is the expected result?
Text should be readable

What happens instead?
There is some white text promoting sign-in on white background

The bug is still reproducable in 72.0.3608.4

I'm using Linux on my corp machine and by default Chrome is using the GTK+ theme as shown in the screenshot.

Tested in chrome reported version #71.0.3543.0 & Latest canary #72.0.3611.0 on Debian rodete. Able to reproduce the issue when System Settings >> Theme >> Controls>> is set to BLACKMATE.

Below are the Bisect Details:

Using the per-revision bisect providing the bisect results,
Good Build: 65.0.3325.0
Bad Build: 66.0.3326.0
