Issue description

Chrome Version: 70.0.3538.7/11021.5.0 Dev channel Daisy,Kip,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>. Navigate to chrome://settings/lockScreen and enter password
(2)Keep tabbing until focus reaches 'Show all notification content' or 'Don't show notifications at all' and observe chopped focus is seen

Actual: Chopped focus is seen on 'Show all notification content' or 'Don't show notifications at all' 
Expected: No such issue should be seen

This is a Non-Regression issue seen from 70.0.3538.0/11030.0.0 dev
