What steps will reproduce the problem?
1. Create an svg with a g and text element e.g. <svg><g transform="scale(4)"><text><title>scale:4</title>ijr</text></g></svg>
2. Apply these styles to the text element
font-family: helvetica;
font-size:50px;
stroke-width: 2px;
stroke: black;
vector-effect: non-scaling-stroke;
fill: gray;
3. Set a scale of 4 to the parent g element
What is the expected result?
All letter should be filled with no white gaps.
What happens instead of that?
Note that the dots above the i and j are not properly filled. Also the bottom arc of the 'r' exhibits a similar issue albeit to a lesser extent

I've carried out some additional testing. It is possible to introduce artifacts without scaling or the vector-effect property. At certain font-sizes the same thing happens. I have updated the test html to illustrate this. Scroll to the bottom of the test page.

Thanks for filing the issue! Able to reproduce the issue on reported chrome version 68.0.3440.106, latest stable 69.0.3497.81 and on the latest canary 71.0.3544.0 using Windows 7 and Windows 10. As the issue is seen from M60(60.0.3112.0) considering it as Non-Regression and marking it as Untriaged. Requesting someone from respective team to have a look into this and help in further triaging it.

The example of the clipped "r" in the second test case (comment #2) is the same issue as crbug.com/820955. I can't reproduce the fill problems on Win 10. Could you please provide a screen shot? Test team, could you also provide a screen shot? In particular, did you reproduce the fill issues or the clipped letter?

The only fill issue I see on Win 10 is with the leftmost "dot" on the i, at 75% zoom. I suspect this is GPU or screen resolution dependent. or maybe version dependent. vamshi.kommuri@, still waiting to see what you managed to reproduce. Could you please navigate to chrome://gpu and paste the output here?

The issue appears to be limited to win7. I have tested it on win10 and no artifacts can be seen.
