PopupTouchHandleDrawable a.k.a. blue cursor bubble does not hide after visibility change

Issue description

Clone of b/113953526. Extra information there.

It should be reproducible on recent dogfood/prod Gmail build. 

- Build Number (Home>Settings>About Phone> Build Number): sailfish-userdebug 8.0.0 OPR1.170623.032 4397478 dev-keys
- Device: Pixel

STEPS TO REPRODUCE:
1. Compose a new message
2. Click on the body of the composed message, until the blue selection bubble appears
3. Clicks on the top right options menu, observe the bubble disappears
4. Click on the Confidential mode button, observe new fragment pops up, but the bubble re-appears.

EXPECTED RESULTS: Blue bubble should not appear when the webview's visibility is set to GONE.

OBSERVED RESULTS: The blue bubbles still appears on top of the new fragment. 

NUMBER OF TIMES YOU WERE ABLE TO REPRODUCE(e.g. 3/10): 9/10

Interestingly I can't repro this issue with my local build or recent canary build (71.0.3543.2) or Beta build (69.0.3497.76).

Though I didn't see any changes for this particular Java file (PopupTouchHandleDrawable.java) since June, it is possible that it's being fixed already since the reproducible version is M68 to me.

We are releasing M69 since yesterday, tianyig@, could you please try to repro this with M69, thanks!

Closing this one since I have no repro and the original reporter didn't reply. We still have the buganizer bug to track this.
