Gmail, Images and google apps icon disappears on page reload

Issue description

Chrome version: 71.0.3543.0 (Official Build)Revision ee53a28a9a5daf56d8b73003dc12d5f8fb16665b-refs/branch-heads/3543@{#1} (32/64 Bit).

OS: Windows(7,8,8.1,10), Linux(14.04 LTS).

Steps to reproduce:
1.Launch chrome and navigate to chrome://flags.
2.Click on 'Reset all to default' button and 'Relaunch' the browser.
3.Open NTP and click on gear icon in bottom right corner, select 'Chrome Backgrounds' and apply any background.
4.Click on 'Click to view today's doodle' animation icon and reload the page, observe.

Actual Result: Gmail, Images and google apps icon in top right corner disappears on page reload.
Expected Result: Gmail, Images and google apps icon in top right corner should appear on page even after reload.

This is Non-Regression issue seen from ‘M-70’ series, build #70.0.3498.0  

Note: This issue is not seen on Mac (10.12.6, 10.13.1, 10.13.6, 10.14) OS.

The screencast also shows a couple of items tracked in b/114654657 (animation position & text color) that Kristi's looking at. It's possible that this is also due to the font color not being reset properly.

The issue does not appear to occur for themes.

This is on the remote NTP only.
