Regression: Unnecessary passphrase textfield gets focus even after tap/touch on disabled submit button.

Issue descriptionChrome version :71.0.3543.0 (Official Build) ee53a28a9a5daf56d8b73003dc12d5f8fb16665b-refs/branch-heads/3543@{#1}(32/64 bit) OS: Windows-10 Touch device Precondition: Sign into chrome with valid credentials which has passphrase synced. What steps will reproduce the problem? 1.Launch chrome and navigate to 'chrome://settings/syncSetup ' . 2. Now tap/touch on disabled 'Submit' button and observe. Actual : Unnecessary passphrase textfield gets focus even after tap/touch on disabled submit button. Expected: Focus should not be seen on passphrase textfield after tap/touch on disabled submit button. This is a Window-10 touch device specific regression issue, broken in M-69 series, and soon update the bisect info : Good Build : 69.0.3469.3 Bad Build: 69.0.3472.0
