Steps to reproduce the problem:
1. Enter full screen mode
2. move mouse up to top of screen, so that the system menu bar appears

What is the expected behavior?
it should move down just the window's title bar (the one containing tabs, the omnibox and bookmarks), not the entire page contents

What went wrong?
it also moves down the entire page contents
