Issue descriptionChrome Version : 68.0.3440.106 (Official Build) (64-bit) (cohort: Stable), Windows 10 URLs (if applicable) : https://codepen.io/rema/pen/wEeGQv Other browsers tested: Chrome (Mac): FAIL, 68.0.3440.106 (Official Build) (64-bit) Safari: OK, Version 11.1.2 (13605.3.8) Firefox: OK, 61.0.2 (64-bit) Edge: OK, Microsoft Edge 42.17134.1.0 Opera: OK, 55.0.2994.44 What steps will reproduce the problem? (1) Make a box (2) Put overflow-y: auto/scroll (3) Get the padding in some edge case What is the expected result? The expected result is for scrolled content to be clipped. What happens instead? It overflows and shows the content like there isn't overflow set. Yet there is a scrollbar. When I select something in the box the overflow is gone (works how it should) as soon as I deselect the overflow stops working. Another thing I noticed when testing in other browsers the scrollable area is much smaller in other browsers. For example in FF there is little to no scroll where in chrome I have to scroll around 20-30 pixels. Also if I change the margin of the paragraphs by only one pixel then it works. Therefore I think this is some edge case

Thanks for filing the issue! Unable to reproduce the issue on reported chrome version 68.0.3440.106 using Windows 10 with the below mentioned steps. 1. Launched Chrome 2. Navigated to https://codepen.io/rema/pen/wEeGQv 3. Tried scrolling in box We were able to scroll properly with the expected clipping in text. Attaching the screen cast of the same. @Reporter: Could you please have a look at the screen cast and let us know if anything missed from our end. Requesting you to check the same in a new profile without any apps & extensions and let us know the behaviour.
