Suggest word location abnormally for Wubi keyboard

Chrome os version:
70.0.3538.0 Google_Bob.8785.262.0 
Input tools version: 
71.0.20180903.211395702

Steps:
1.Switch to wubi keyboard
2.Tap any key ,suggest word will displayed

Actual:
The first suggest word will display in the middle of the suggest line ,
like compact layout , but tap again ,suggest word will jump the head of suggest line left side; like full layout again 
It will have confuse

Note:
Also repro in A11y layout

there is a feature that: if there's only 1 candidate, then give all space to that candidate.

we should only enable this feature for 3 candidates mode.
