Unable to reproduce the issue on chrome reported version# 70.0.3534.4 using Windows-10 with steps mentioned below: 1) Launched chrome reported version and opened chrome://settings/passwords and chrome://settings/help in New Tab Page 2) Navigated to page and opened chrome://settings/passwords, page loaded successfully, opened Devtools > Performance, and pressed "Ctrl+Shift+E" to record the page load, observed page loaded successfully 3) Navigated to page and opened chrome://settings/help, page loaded successfully, opened Devtools > Performance, and pressed "Ctrl+Shift+E" to record the page load, observed page loaded successfully @Reporter: Please find the attached screnecast for your reference and let us know if we missed anything in reproducing the issue, try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists. test again:
1) delete User Data Dir
open chrome://settings ----->ok
2) then login chrome user, and sync all the data.
open chrome://settings ------>ok
3) I did the step 1 and step 2 before. An 1-2 days later, I can not open
chrome://settings.
And I did step 1 and step 2. Now I can open chrome://settings. And I check whether I can reproduce the issue again.

fuxin04@ Thanks for your Feedback! Tested the issue and tried reproducing it on chrome reported version,but we are unable to reproduce it. As per comment# 8, it seems like issue has been resolved and now you are able to see chrome://settings page. If yes, could you please provide your confirmation on closing the issue. Thanks!
